Abstract: Adamovych S. V. Ukrainian Congress of deputies of all levels in 1991, 2004, 2008, 2014 as the mean of the pro-Russian ruling strata’s power preserving. The carrying out of the puppet congresses of deputies of all levels of the South and East of Ukraine in 1991, 2004, 2008, 2014 is analyzed in the article. The author proves that the congresses of deputies were organized by local pro-Russian power groups as well as by Russian imperial structures and special services to maintain the dominant influence of the Russian Federation on the internal and foreign policy of the independent Ukraine.
